Background and Rationale

Hoffnungszeichen | Sign of Hope e.V. works to protect the rights of people in distress and to meet their needs for assistance. The organization is headquartered in Konstanz, Germany. Our work is informed by spiritual beliefs, yet not affiliated with any denomination. Hoffnungszeichen | Sign of Hope e.V. East Africa Branch is responsible for directly implemented and partner implemented projects in Northern Kenya, Ethiopia, Uganda and South Sudan. In response to changing and emerging trends in the humanitarian and international development sectors the organization is currently undergoing a 5 year quality improvement process. The development of a regional programme (East Africa) strategy was identified as a priority in order to guide the organization in their programming over the next 5 years in the above mentioned countries of interest.

Purpose, Objectives and Use of the Assignment

The consultant will be responsible for facilitating the development and writing of a 5-year Regional Programme Strategy for Hoffnungszeichen | Sign of Hope e.V. East Africa Branch. The Regional Programme Strategy should guide Sign of Hope on their thematic, technical and geographical areas of intervention with a well-defined work plan and logical/results framework for performance monitoring and evaluation. The Strategy should clearly outline the direction Sign of Hope e.V. will take in both sustainable development cooperation and humanitarian work with close reference to the ongoing quality improvement process being undertaken by Sign of Hope e.V. The Strategy should also provide Sign of Hope e.V. with a detailed analysis of key cross cutting issues related to their work whilst ensuring relevance and compliance with local, national and global policies, guidelines, frameworks and standards/best practices in the humanitarian and sustainable development cooperation sectors.

Scope of Work

The consultant – with support of the Sign of Hope e.V. EAB team – will lead the regional programme strategy development process in Nairobi, Kenya. It is intended that the Regional Programme Strategy will provide:

Aroadmap presenting Sign of Hope e.V.’s thematic, geographical areas of intervention and strategic objectives/pillars in the East Africa region;

A workplan and logical/results framework providing criteria and quantitative indicators for performance monitoring and evaluation (Realistic)

Careful analysis of relevant global, regional, national and local policies, guidelines, frameworks and standards/best practices for supporting implementation of the strategy (Relevance)

Considered analysis of cross-cutting issues such as; gender, environment/climate change, safeguarding/protection of vulnerable individuals

The suggested time period for the study is June 2019. It can be adjusted according to availability of the project team. The consultancy will be for a max. 19 days, inclusive of any travel days. Key Informant Interviews, Focus Group Discussions and Participatory Workshop Exercises shall be used to collect data to be used in designing a 5 year Regional Programme Strategy. Data shall also be collected from local implementing partners, international and local NGOs active in Sign of Hope e.V. project areas, local authorities and beneficiaries/community leaders. The data collected in this way shall be used as a basis for formulating strategy objectives/pillars. As part of the assignment, close attention shall be paid to potential areas of conflict and possible disadvantages that could emerge within the framework of the programme strategy (do no harm).

Experience Requirements

Previous experience of similar assignment in the last five years, ideally in the relevant field

Distinct knowledge of local context

Strong knowledge of and experience with global standards and best practices in the sustainable development cooperation and humanitarian sectors.

Work experience with INGOs and partnered projects desirable

Proven knowledge and experience in Humanitarian/Development Cooperation Programming and Strategic Planning

Job Responsibilities

Inception report to be reviewed by Sign of Hope: including initial work plan and proposal for the Regional Programme Strategy assignment outlining the proposed methodology, data collection/workshop facilitation tools, process of data collection and analysis as well as final set of data-collection tools.

Draft submission of the Regional Programme Strategy document for the feedback and comments from Sign of Hope e.V.

Facilitation of Regional Programme Strategy Development Workshop with key EAB personnel (+ 1 IAC representative) and submission of Workshop Report (10 pages max, excluding photos and annexes).

Presentation of the Regional Programme Strategy to Sign of Hope e.V. at EAB Nairobi offices.

Final Regional Programme Strategy Document in English not exceeding a length of 20 pages (excluding annexes), including:

An executive summary

Presentation of Strategic Objectives/Pillars (e.g. Humanitarian Relief, Development Cooperation or by Technical Sectors e.g. WASH, Food Security)

Work plan/Implementation Framework

Country Plans

Logical/Results Framework (For Performance Monitoring and Evaluation)

Monitoring and Evaluation Plan (For Performance Monitoring and Evaluation)

Education Requirements

Professional level knowledge of English
(Academic) Background in Social Sciences and/or Economics or similar subjects. Candidates with relevant post-graduate qualifications are preferred.

The consultant is required to be independent and impartial with no liabilities to any other Organization or Government entity regarding this evaluation.


The study can be performed by a single consultant or a team of two consultants (male/female) to account for gender-sensitive aspects.
